His work centers on advanced waste-to-energy deployment, primarily scaling the Gravity Pressure Vessel (GPV) technology, transforming municipal, agricultural, and industrial waste into renewable natural gas, sustainable fuels, and value-added products. A native of West Virginia, he has built a career at the intersection of public policy, industry leadership, and public engagement across the coal and broader energy sectors. He previously held senior communications roles with the West Virginia Coal Association and the American Coal Council, where he helped shape modern pro-coal messaging and expand industry advocacy through digital platforms. He also played a key role in advancing the Friends of Coal campaign into a nationally recognized voice for coalfield communities. Terry is President and CEO of The Headley Company and founder of the Seneca Center for Energy and Critical Minerals Policy, advising on energy reliability, affordability, and national strategy. He holds an MBA from West Virginia University and a master’s in public relations from Marshall University, along with dual bachelor’s degrees in European history and international relations.

John is a senior energy infrastructure executive, entrepreneur, and national security–focused technologist with more than five decades of leadership across military service, advanced energy systems, and large-scale infrastructure development. He serves as Owner and Executive Director of Thayer Gate Energy and as Principal and CEO of Thayer Gate Development LLC and Thayer Energy, Inc. Since 2004, he has focused on resilient energy systems, including microgrids, HVDC transmission, and integrated multi-technology platforms. His initiatives—such as the Guardian Grid and West Point Microgrid—have been briefed at the White House and developed in coordination with the United States Army Corps of Engineers and national policy leaders.
