Neal Stumbo is a former Kentucky official with the Kentucky Office of Surface Mining/Abandoned Mine Land division. He has served in various capacities within the Kentucky AML from the Construction Branch to the Emergency Branch, working on design of AMP High Property reconstruction, utilizing AutoCAD and GIS mapping. He has overseen the administration of over 65 reclamation projects of properties identified as AML projects and Bond Forfeitures from 2002 to 2018, which included coordination of personnel and construction with federal environmental agencies, implementing legislation and regulations related to endangered species, wetlands, water resources, and environmental justice policies and how coal mining permitting should reflect these rules for environmental remediation, reclamation, and preservation. He attended Alice Lloyd College and Big Sandy Community and Technical College. He holds a variety of pertinent certifications from the United States Department of the Interior related to AML permitting, design, construction, and reclamation.
